City Utility Water Division
Since 1887, the City Utility Water Division has provided residents with safe and affordable water sourced fresh from the Rocky Mountains. Currently, the water utility serves over 28,000 residential and commercial accounts within a 33 square mile territory. The infrastructure includes an extensive network comprising 483 miles of water lines, 378 miles of sewer lines, 9 pump stations, 18 lift stations, 3362 hydrants, 9516 manholes, and various facilities to ensure the smooth operation of the system. Moreover, the utility boasts a state-of-the-art water quality laboratory and actively promotes water efficiency through its programs and services.
OVERVIEW
The Water Utilities Manager will play a pivotal role in the strategic management of the Water Division.
Responsibilities will span various areas including water resource planning, engineering, development review, water quality assurance, plant and service operations, technical services, and SCADA. Working closely with leaders in GIS, Development Services, and Environmental Health and Safety, the Water Utilities Manager will contribute to providing comprehensive water and wastewater services to the City. Reporting directly to the Utility Director, the Water Utilities Manager will align efforts with the city’s broader goals and initiatives.

QUALIFICATIONS
• Bachelor’s degree in engineering or related field (preference for Environmental Engineering, Environmental Management, or Public Administration) with at least 5 years' experience in a relevant engineering and/or management role, including 3 years in the public sector, preferably within local government, and 3 years of supervisory experience. Equivalent combinations of education and experience may substitute for specific education requirements.
• Valid driver's license is a must.
• Registration as a Professional Engineer (PE) in the State of Colorado is desired.
• Experienced in strategic and financial planning, managing large budgets, and applying broad energy objectives to municipal utilities, while maintaining robust industry relationships.
• Proven leadership skills, fostering motivation within teams, with exceptional communication abilities to engage diverse stakeholders.
• Proficient in rates, modeling, and cost of service models.
• Skilled in planning, constructing, and maintaining water systems.
• Up to date on industry trends and safety standards.
• Familiar with engineering and construction norms.
• Familiar with certified laboratory operations, quality assurance, and watershed programs.
• Understanding of AMI meter programs, data handling, and implementation processes.
• Experience in operations of water transmission, pumping and storage operations.
• Experience in operations of the wastewater collection system.
• Knowledgeable in asset management and disaster protocols.
• Skilled in innovative problem-solving, team management, negotiation, and handling multiple projects.
• Understands water and wastewater rate design.
• Collaborates closely with Utility leadership team.
• Advocates for equity and inclusion.
• Proficient in IoT technology advancement.
• Skilled in Microsoft Office applications.
